Windows 10 legacy control panel is hidden from the desktop and start menu by default.
If you use the control panel more often, you can show it on the desktop instead of searching it each time.

To do this:

1) 1) Right click empty area on your Desktop and click Personalize
You can also search Personalize in Window search box, and click Themes and related settings
or click Start -> Settings -> Personalize

2) On the left panel, select Themes and scroll down to Desktop Settings under the related settings

3) Put a check mark on Control Panel and click OK.

This should display the Windows 7 style control panel on your desktop.
